Update an existing skill.

Only the name is honoured. Skill assignments and the levels people hold are set through the people endpoints, not here, so this body has no people field and one that names it is rejected.

UpdateRequest contains information of a skill to be updated. A skill create uses Request instead, because a create and an update do not accept the same fields.

Description
SkillUpdate is the set of skill fields an update honours: the name. Assignments are not changed here. Who holds a skill, and at what level, is set through the people endpoints - PUT and POST /skills/{id}/people for a set of people at a level each, and PATCH /skills/{id}/people/{userId} for a single person - so this body has no `people` field and one that names it is rejected. `userIds` is accepted for backwards compatibility and ignored.
