UsersRequest represents a request with users to be assigned or unassigned.

Description
People is the per-person form of UserIDs: the same set of people, each carrying the level they are to hold for the skill. It is an alternative to UserIDs and a request naming both is rejected; an absent list means the people are taken from UserIDs instead.

UserIDs names the people as plain ids, without a level each. It is an alternative to People and a request carrying both is rejected, so it is not required; on the replace-set path an absent list is meaningful in its own right, and unassigns everyone.
